While implementing various activities in relation to the development of Emerald Network in Georgia and especially after the official designation of first Emerald sites in the country, it became clear that both the general public and key stakeholders had to be better informed. This primarily concerned decision makers and private sector representatives whose activities were related to Emerald network management or whose activities might be restricted or otherwise affected by the ongoing process of Emerald network development. GIZ that had been supporting the implementation of the EU Nature Directives in Georgia proposed to prepare a special publication on the Emerald Network. The idea was supported by the Ministry of Environmental Protection and Agriculture (MEPA) and a MEPA/NACRES joint team of authors consisting of Salome Nozadze (MEPA), Kakha Artsivadze (NACRES) and Irakli Shavgulidze (NACRES) began working on a bilingual publication that would answer all the main questions that were being frequently asked by decision makers and other key stakeholders e.g., what is the nature and purpose of Emerald Network as opposed to those of classic protected areas? Why Georgia has to develop it? How an Emerald site is selected / designated? Which activities would be restricted? How Emerald sites are managed and do they restrict access to resources for local communities?
The team of authors conducted a series of interviews with a wide range of stakeholders and experts and the first edition of Emerald Network - Questions and Answers was published in Georgian and English languages in 2018. Due to a high demand, a new updated edition was published in 2020 that was also supported by GIZ.
